Professor David H Philips

The COC is an independent advisory committee that provides advice to Government departments and agencies on the potential carcinogenicity of chemicals, from natural products to new synthetic chemicals used in pesticides or pharmaceuticals.

The COC consists of a panel of independent doctors and scientists recruited for their individual expertise from universities, research institutes and, in some cases, Industry. During all discussions, individuals are required to declare potential conflicts of interest; if a member declares an interest, they are disqualified from decision making.

The independent members of the COC are supported in their work by a joint secretariat provided by the Health Protection Agency and the Food Standards Agency. The secretariat provides members with comprehensive background information and briefing papers from which rational decisions can be made.

The Chair of COC is also an ex officio member of the General Advisory Committee on Science (GACS). The GACS advises the Food Standards Agency on its use and governance of science.
